Other Conduct of Concern 

Process Explanation


Other Conduct of Concern (OCC) refers to conduct that may not rise to the level of a violation of the CSU Nondiscrimination Policy but may nonetheless violate other university policies or be disruptive to the learning, living, or working environment of students, staff, or faculty.

Anyone may file an incident report regarding Other Conduct of Concern.  


Upon receipt, the incident report will be reviewed by the East Bay Civil Rights Office.  


If the conduct described in the incident report potentially violates the CSU Nondiscrimination Policy, East Bay Civil Rights will conduct a preliminary assessment.   The preliminary assessment may include contacting the reporter and/or impacted party identified in the incident report for additional information.  Preliminary assessment may result in a Civil Rights investigation.  

If the incident report does not potentially violate the CSU Nondiscrimination Policy, the Civil Rights Office will refer it within 2 working days to the appropriate OCC Lead:

  • Michelle Webber, Human Resources Manager,

  • Silvina Ituarte, Associate Provost.  

  • The OCC Lead may contact the reporter and/or impacted party identified in the incident report for additional information.  


  • Please note the ability of East Bay Civil Rights and OCC Leads to conduct a thorough assessment may be limited for an incident report that is filed anonymously.
